Getting to San Sebastian or Zarautz from Bilbao

Hi Gary,
I am planning a trip to Pamplona in July. I am staying at either Zarautz or San Sebastian but flying in to Bilbao airport. How do I get from the airport to those places? Is it best to take a bus or rail, if avaliable? If not, can you recommend what other airport I may fly into?
