Hi Frank,
Because these are such new guidelines the information currently available is very limited. The information requested has to be provided from the travel document (which is normally the passport), but if your daughter's fiancee has an ID card with all the requested details it may be sufficient. It is worth checking with KLM at http://www.klm.com/ as although they do not have anything about this on their website they do have an email address where you can send the question.
Hopefully it will all become clearer after 13th June when things have settled down a bit. When you find out the answer from KLM would be interested to hear it as can then post it on our FAQs.

Have just signed in with yourselves and like what I see. have read your note about easyjet wanting additional info. One of my daughters, living with me here in Valencia, has her Dutch Fiancee straying here on a permenant basis and he has just applied for his N.I.E. No so that he can start to work here.
It concerns me that he travelled here on a Dutch ID Card and has no passport. Do you know if the new security procedures will allow him to return to Visit Holland and if so will he be allowed back into Spain when he returns, just on his ID Card.
