Spanish Radio Systems

I don't know if you will be able to help me as my question is not holiday based, but I am trying to find out how radio communications for Ground Based Services is organised in Spain’s airports.

By Ground Based Services I mean radio comms between airport service providers (Food/Fuel suppliers, runway repair crews etc) not comms between the aircraft and ground.

Some countries allow individual companies to organise their own comms and others insist on one overall radio comm provider to which the individual companies subscribe, in order to use the system..

I have been asked to try and locate who is responsible for making the purchase decisions for the Radio Equipment used in European airports and am not finding it easy.
