Car Hire Fees with Car Trawler

Hi,
I was just visiting your website for a quote and I have two questions:
a) does the quote include the "administration" fee? If not, how much is the fee?
b) as a Canadian citizen with a licence printed in English, is it mandatory to have an International Licence?
