Malaga Airport Customs Scam

I just read a worrying report on Typically Spanish which is about the arrest of 19 Civil Guards at Malaga Airport.

In essence the guards were charging Chinese Tourist €50 entry in Malaga Airport. If they didn't pay they would have their luggage confiscated!

Several things worry me about this but my main concern is that this was widespread and if the Guards are willing to risk their jobs and careers for €50 a time, what else are they doing?

Lets hope that this is the start of a new era!
